  When Legal Aid, 30 years ago, began a volunteer lawyer program to complement its effort, I enrolled, and I am still enrolled, and proud to assist Legal Aid in providing legal assistance to those in need.

The Kentucky State Health Insurance Assistance Program (SHIP) provides information, counseling and help with applying for benefits to anyone over the age of 60 and disabled people, their family members and their caregivers.  Legal Aid of the Bluegrass provides this SHIP service in part of Kentucky. Our well-trained SHIP counselors and volunteers assist and educate the general public and people who get Medicare about their benefits options so they can make better decisions about their health care. We help people living in the Bluegrass, FIVCO and Northern Kentucky counties.  There is no charge for SHIP services. The SHIP Program does not sell anything. You can call us for help or see us in an outreach event in your area


SHIP has 4 goals.  To :

  • Educate seniors on health insurance coverage, benefits and consumer rights;
  • Provide assistance and education, on a one-on-one basis or through educational forums;
  • Protect consumers against fraud or misdirected collections; and to 
  • Empower consumers to make informed health insurance choices.

SHIP Services :

  • One-on-one counseling by telephone or in person;
  • Presentations to community groups;
  • Printed materials; and
  • Referrals (connections to other agencies).

  • Medicare issues including explanation of the different parts of Medicare
  • Compare Medicare Part C & D plans
  • Complete applications for money saving programs
  • Medicare Supplemental Insurance
  • Long Term Care Insurance
  • Medicaid Issues and  explanation of the different Medicaid programs
  • Social Security/SSI
  • Housing Problems
  • Energy Assistance
  • SNAP, food benefit assistance
  • Veterans Administration Benefits
  • Referrals to Prescription Drug Assistance Programs
  • Understanding billings from hospitals, doctors and insurance companies

Bluegrass, FIVCO, and Northern Kentucky SHIP programs are housed within Legal Aid of the Bluegrass. Funds are provided by the Bluegrass, FIVCO, and Northern Kentucky Area Development Districts; the Centers for Medicare & Medicaid Services, and the National Council on Aging.
